Divide the breast meat in half and cut into thumb-sized pieces.
To the dried chicken, add Jjamppong base powder, dark soy sauce, and potato starch.
Mix well by hand for 2-3 minutes until a light coating is formed.

Place the cut Sichuan chilies, green Sichuan peppercorns, and red Sichuan peppercorns in a bowl and add water.
Turn on the heat and coat the pan with clear cooking oil.
Turn off the heat, remove the hot oil, then add three spoonfuls of cold clear cooking oil and start heating.
When the oil reaches about 100 degrees, add the whole garlic and fry for about 3 minutes until brown, then drain the oil.

Since the chicken pieces stick together, lower the temperature slightly, fry until crispy, remove, and tap with the back of a ladle.
Increase the temperature and fry a second time so the inside is moist and the outside is crispy.
Remove the well-fried chicken and drain the oil.
Coat the frying pan with clear cooking oil, remove the excess, and add the chili oil.
Add the Sichuan chili, Sichuan peppercorns, and green peppercorns to the pan and stir-fry over medium to low heat.
Stir-fry until slightly crispy and the numbing flavor of the peppercorns and the spicy flavor of the Sichuan chilies are fully released.
Add the fried chicken, fried whole garlic, chives, and sesame seeds, and stir-fry once over medium heat.
Place in a bowl to serve.
