Wash the quail eggs and boil them in salted water for 10 minutes.

Soak the beef in water for 30 minutes to draw out the blood.

Pour 2L of water into a pot, add ginger, green onion, whole black peppercorns, and dried kelp, and boil for 20 minutes; remove the kelp after 10 minutes.
